SECTION 1.

Sir,

Foreign Office, May 21, 1921. WITH reference to the letter from this Department of the 21st ultimo, I am directed by Earl Curzon of Kedleston to transmit herewith a copy of a despatch from His Majesty's Ambassador at Tokyo, regarding the production and consumption of opium and morphine in Formosa.

2. In view of the evidence supplied in the despatches from His Majesty's acting consul at Tamsui, enclosed therein, Lord Curzon is of the opinion that, if Mr. Secretary Shortt agrees, no further licences for the export of opium from the United Kingdom to Formosa should be issued until the competent Japanese authorities have furnished Buch explanations regarding the drug traffic in that island as may be regarded as satisfactory in the opinion of His Majesty's Government.

3. A similar letter is being addressed to the Board of Trade.
